Post Implementation Review (PIR) of The Explosives Regulations 2014 (as amended) (ER2014)
The Explosives Regulations 2014 (ER2014) (as amended) came into force on 1 October 2014. The key aim of ER2014 at that time was to consolidate all explosives legislation into a single set of regulations to modernise and simplify the legislative arrangements. The intention of the consolidation was to aid clarity and reduce burdens on industry without reducing safety standards.
The regulations brought together the requirements of health and safety related explosives legislation into a framework based around common topics such as authorisation, safety, security and placing on the market.
It is a statutory requirement within ER2014 (as amended) to review the regulations every five years. HSE undertook the first post implementation review (PIR) in 2019. This review established the overall impact on industry of the consolidation of ER2014 (as amended) was minimal and concluded the objectives of the regulations had been met.
The deadline for this second PIR to be completed and published is 1 October 2024. This PIR will examine if the regulations as a whole, including all subsequent legislative amendments made since 2014, have had their intended effect, if there are any problems in their implementation or if they have had any unintended consequences.
HSE is seeking your help in undertaking this review.

- Have any unintended consequences of ER2014 (as amended) and subsequent SI amendments emerged over the last five years?
- Are there any further opportunities for reducing burdens on business?
