Hazards of Electromagnetic Radiation to Ordnance (HERO)

Abstract: The Hazard of Electromagnetic Radiation to Ordnance (HERO) is a critical aspect of Electromagnetic Environmental Effects (E3) that addresses the risk of unintended initiation of electro-explosive devices (EEDs) due to exposure to radio frequency (RF) electromagnetic fields. As modern military systems increasingly rely on wireless technologies and complex electronic circuitry, understanding and managing HERO risks has become essential for assuring the safety of ordnance throughout its lifecycle.

This Lunch & Learn session provides an introduction to EEDs and the mechanisms by which electromagnetic energy can couple into firing circuits and create inadvertent initiation hazards. The presentation outlines the UK MOD regulatory framework governing HERO, including relevant Defence Standards, DSA regulations, and codes of practice. It also examines the diverse RF environments encountered across maritime, land, air, and personnel-borne platforms, highlighting the challenges these environments present for ordnance safety.

The session further explores HERO susceptibility testing methodologies, OME E3 categorisation, and the use of Maximum Allowable Environment (MAE) data in determining safe operating distances from RF transmitters. Finally, it discusses practical mitigation measures, safe distance calculations, and the development of effective HERO management plans to ensure compliance and maintain operational safety. The presentation provides attendees with a foundational understanding of HERO principles and their application within defence acquisition, operation, and safety management.

Bio: Hywel is the Electromagnetic Environmental Effects Lead within the NAD Weapons Technical Services Team. His team provide analysis of ordnance, munitions, and explosives (and their related infrastructure) regarding susceptibility to electromagnetic hazards. He is also responsible for the governance of several standards and technologies within the domain – notably as UK Head of Delegation to the NATO E3 Action Team and Chair of the NATO Lifecycle Management Group Working Group 6 on Environmental Engineering and Test.

Hywel and the WTS E3 team provide critical safety advice and guidance to all UK MOD Front-Line Commands, other government departments and NATO allies. This has included support to multiple operations including Op BILOXI, Op SHADER, Op CABRIT, Op SCORPIUS and Op RELENTLESS. He also closely supports Defence Munitions in ensuring electromagnetic safety of MoD weapons processing activities across all of their locations.

Upon graduating from the University of Wales with a BSc (Hons) in Electronic Systems, Hywel joined the Ministry of Defence via the DESG scheme in 2010 and spent his time on the scheme focussed on counter-IED technology and novel electronic systems before joining DOSG ST3 in 2012. Later, he completed an MSc in Explosives Ordnance Engineering at Cranfield University and attained Chartered Engineer status with the Institution of Engineering and Technology.
