Explosives Sector Strategy Group

The ESSG consists of the corporate members of the Institute of Explosives Engineers (IExpE). The group is a collaborative body of government entities, industry and the explosives regulator enabling a sustained and prosperous UK energetics sector in support of Defence’s strategic objectives. It acts as the focal point to respond to the strategic environment, enabling growth and collaboration across the explosives sector. The ESSG is a voice for the industry (including small and medium sized enterprises) with key stakeholders and partners, and enables appropriate skills and competence in the workforce. It is the principle environment for learning lessons, developing improvements and driving teamwork across the industry. Most importantly, it is a key forum to enhance standards of safety in this inherently high hazard sector.

The ESSG has 4 key objectives; communicating internally and externally, supporting the growth of skills and competence, supporting the delivery of capability, and sharing knowledge to grow and enhance safety. The ESSG will set the strategic direction, creating close and collaborative relationships with other sector bodies, and through the forum of working groups, drive progress across the sector. The ESSG will include representation from small and medium sized enterprises to ensure their important perspectives and issues are considered.

The ESSG was formed in June 2025 out of the SSSG which successfully developed a series of workstrands to address a shortfall in skills and competence in the industry. The SSSG provided essential direction to sustain explosives skills, and was instrumental in the delivery of the Ordnance Munitions and Explosives (OME) Apprenticeship scheme, and the ESSG will continue that work through one of its working groups.

The chair of the ESSG is currently Mark Thornhill, QinetiQ.

Working Groups within the ESSG

A collection of working groups to address the key objectives in support of the ESSG’s mission.

Skills and Competence Working Group (SCWG)

Skills and Competence Working Group (SCWG). This WG is the focal point for maintaining skills and raising the competence of the sector workforce. This is achieved by driving initiatives, such as the OME Apprenticeship and STEM Futures collaboration. The SCWG has established partnerships with universities and training establishments across the UK to ensure the successful delivery and improvement of the L4, L6 and L7 OME apprenticeships. The WG also focuses on the creation of L1 to L7 qualifications, and works with the IExpE on a robust course endorsement process to allow organisations to promote their own training through the IExpE. The chair of the SCWG is a member of the ESSG, to ensure that the sector has a workforce that is suitably skilled and competent.

The chair of the SCWG is currently Julie Softley, Dstl.

Technical Facilities and Standards Working Group (TWG)

Technical Facilities and Standards Working Group (TWG). This WG establishes a focus for the sector to set common standards for the technical facilities that are critical to delivery of capability across the sector. It enables the efficient delivery of capability by ensuring the sharing of best practice and ensuring commonality where feasible. The WG is also focused on what skills the sector needs to be investing in to ensure that the workforce is correctly skilled to adopt new technologies safely and efficiently as they emerge. The chair of the TWG is a member of the ESSG, to ensure the sector adopts the common standards and that its workforce is evolving to meet future technology requirements.

The chair of the TWG is currently Andy Burn, BAE.

Emerging Professionals Working Group (EPWG)

Emerging Professionals Working Group (EPWG). This WG establishes a network of contacts and a focal point for those embarking on a career within the energetics sector, including apprentices and graduates, and ensuring that they, along with those within the first 10 years of their career, are fully represented in the plans that shape the future of the sector. The EPWG encourages the sharing of knowledge, creating a strong networking community and coordinating events and information, enabling visits to organisations within the sector. The chair of the EPWG is a member of the ESSG, to shape objectives and act as a voice which promotes the thoughts of tomorrow’s leaders to the leaders of today.

 

The chair of the EPWB is currently Vincent Coombs, DES.

Safety Working Group (SWG)

Safety Work Group (SWG). This WG actively promotes learning from events and the sharing of best practice across the sector to drive up standards of safety. The SWG provides a forum to discuss events such as near misses and accidents and disseminate learning, in the form of the Past Accident Reviews (PARs). In addition, as an aid to developing new toolkits, techniques and good practice guidance, the SWG runs workshops as a platform for the transfer of knowledge through ESSG endorsed toolbox talks and safety moments. The chair of the SWG is a member of the ESSG, to ensure that safety and learning from events remains the highest priority area for delivery across the sector.

The chair of the SWG is currently Rhys Jobbins, BAE.

Specific Working Groups; as required to address short term objectives

Specific Working Groups. These will be formed as required to address short term objectives. One current example is the Apprentice Red Team that is seeking to support the sector and OME Apprenticeship providers to agree a new model for the delivery of the OME L4 and L6 Apprenticeship scheme.
