Job description

Are you a Safety Manager with experience in a high hazard environment looking for your next motivating role supporting the UK’s Defence industry? If so, we have a fantastic opportunity here at DE&S for you to become the Safety Manager for both our Defence Munitions (DM) Glen Douglas and DM Crombie sites!

In this position, you will be responsible for ensuring that the arrangements at both establishments serve to adequately protect people and the environment, whilst meeting legislative and departmental requirements.  You will continually develop and strengthen the existing site Safety & Environmental Management Systems and shall lead, motivate and manage a cross-site team of seven staff dedicated to these pursuits. 

You will provide timely, professional and effective safety advice and assurance on all cross-site activities and initiatives; including explosives storage, processing and movement; operation of 2 x deep water explosives handling jetties; operation of bespoke road/rail transfer facilities and engineering workshops.

Please note due to the nature of this position you will be required to be working from site full time. You will be based at Glen Douglas, but also expected to travel weekly to the Crombie site (for which transportation is made available). After appropriate training and experiential learning, you will be expected to undertake rostered Duty Control Officer and Duty Officer in Charge duties, which see a dedicated 24/7 presence and on-call system maintained. These rostered commitments also attract additional payments at enhanced hourly rates.

Responsibilities

  • Leadership of the cross-site OSHE team, whilst carrying out Risk Assessment management
  • Provide cross-site advice and guidance on Occupational Health, Safety & Environmental (OSHE) and welfare matters
  • Manage and co-ordinate the establishment’s compliance against the HSAWA, Major Accident Control Regulations (MACR), Explosive Safety and Fire Safety by ensuring accidents and incidents are reported, recorded and investigated
  • Oversight and management of Explosive Safety matters, including Licencing of Facilities, Permits to Work (PTW) and for preparing Explosive Safety Cases for contractors working within the explosives areas
  • Planning and delivery of a programme of internal compliance and assurance audits covering the Establishment operational outputs, providing these establishments with an effective OHSE and Fire Safety Management System that complies with current legislation and MOD guidance
  • Focal point for all Internal and External Safety Audits/Inspections including; DM Safety Assurance, Fire Gas Safety Regulations (FGSR), Dangerous Goods, Transport, Dangerous Substances & Explosive Atmosphere Regulations (DSEAR) and OHSE

Person specification

To be successful with your application, you’ll need to show that you meet the following essential criteria:

  • Hold a relevant HNC (i.e., Level 4 or higher) qualification in an Engineering or Safety discipline or have the equivalent relevant experience
  • Experience of working in a high hazard industry or environment in a safety management capacity
  • Experience of providing technical advice and leading the delivery of successful engineering outcomes
  • Hold a valid Cat B UK Driving Licence (manual)
