One option you might consider is wireless dets.
Orica gave a presentation at the EFEE conference on their WebGen TM 100 system.
However they did not state if it was in production or had a CE mark,

The latter does not, to my knowledge, exist: such would be massively dangerous in civil use. (cf. ‘time pencils’.)
There was (?is) a range of electronic dets which could be field-programmed with various very precise millisecond delays, but that’s nothing to do with what you’d need here: they were designed to improve delay accuracy – and hence fragmentation control – in rock blasting.
If all you need is remote firing without wires, I refer you to my previous answer about radio-linked systems, of which there are many. Some have a range of many kilometres.
Perhaps we all need more information on what exactly it is you’re trying to achieve!

BDH (now under Chemring) make a range of radio-linked firing systems (‘RABS’) which are very secure, or ‘PED’ timer units if you know the exact time you want the thing to go off.
If it was my job, I’d use the ‘Fire One’ radio firing system, which we already own. Although primarily aimed at the fireworks sector, it has very secure back-and-forth authentication, so I’d have no safety concerns.

ps: I do have in stock some surplus DRFD first-generation radio firing units, originally designed for use, I believe, in Germany, but I could never get hold of the code plugs, so they’re useless. Unless anyone has some code plugs hanging around? It’s obsolete tech now so they are probably no longer controlled.
