Cancellation of May meetings of UN & OTIF

Members may be already aware, that due to the Covid 19 outbreak the United Nations and OTIF have cancelled next month’s international meetings scheduled to discuss amendments to the RID and ADR. As a result the Department for Transport (DfT) have cancelled the UK briefing meeting due to be held on 30th April 2020 at Great Minster House.

In regard to our previous circulation regarding papers due at the now cancelled meetings Those concerning new amendments that would have been considered at the cancelled meetings have been deferred to the respective November sessions. DfT will be discussing them at the relevant UK stakeholder briefing meeting now scheduled for 29th October 2020. However, if members have already considered these papers, DfT welcome any comments that Members may wish to make on these papers from now and Members can contact the team at dangerousgoods@dft.gov.uk.

The respective meetings and the alternative arrangements that have been made are in the DfT released list below. Members attention is drawn to the critical date when 2021 edition amendments will be finalised. If members have comments on the forthcoming amendments to these texts, DfT dangerous goods team kindly ask you to provide these as soon as possible. The amendments for the 2021 editions of the RID and ADR will be finalised no later than 1 July 2020. If or when DfT receive any further corrections or proposals from the UN or OTIF on amending these texts, these will be communicated to you.

Working Party on the Transport of Dangerous Goods (WP.15)108th session, 11-15 May 2020, Geneva• Papers proposing new amendments to ADR have been deferred to the 109th session of WP.15, 9-13 November session 2020.
• Amendments for the 2021 edition of ADR will still be finalised no later than 1 July 2020. There is a consolidated list of amendments here under ECE/TRANS/WP.15/249.
• We expect the list of consolidated amendments to be further amended:
o The UN Secretariat is going to propose and circulate some further corrections and amendments. The amendments will be for consistency with other text/regulations. We are awaiting this document and will circulate as soon as possible.
o Additional amendments and corrections are expected to account for updated standards which were adopted by the Joint Meeting Standards Working Group on 10 February 2020 by teleconference. If there is no objection, and if these amendments are also adopted for RID, they will be included in the 2021 edition of ADR.

o OTIF/RID/CE/GTP/2019-A – Report of the November 2019 meeting of the Committee of Experts’ standing working group (paragraphs 4 to 10 and Annex I)
• We expect the list of consolidated amendments to be further amended:
o The OTIF Secretariat will propose and circulate some further corrections and amendments. The amendments will be for consistency with other text/regulations. We are awaiting this document and will circulate as soon as possible.
o France intends to propose additional amendments and corrections to account for updated standards which were adopted by the Joint Meeting Standards Working Group on 10 February 2020 by teleconference. If there is no objection from Contracting States, they will be included in the 2021 edition of RID.
